From 15 till 19 February, in Polyarnye Zori (Murmansk region) «Days of Sami culture – 2010» are held. In events organized for the Kolskaya NPP town population, already about one thousand people participated. During the entire week citizens of Polyarnye Zori familiarize themselves with the most interesting peculiarities of culture legacy of Sami nation.

According to deputy director of Kolskaya NPP Igor Kutuzov, performing of similar events became good tradition and gift for townspeople. «We think that love to small motherland of population of arctic atomic town may be caused only by familiarization with cultural and historic values, traditions and achievements of northerners. That is why Kolskaya NPP has always provided and will provide conditions for study of regional peculiarities by the population», – noted Igor Kutuzov.

On numerous requests of town inhabitants, again this year meetings with specialists of North history were organized. On 15 and 16 February, in information center thematic lectures for teachers of the city schools, veterans and children on history of Kola North took place. Specialists on ecologic education of Lapland nature reserve performed seminar on topic: «Role of Lapland nature reserve in Sami history», and mayor of town Polyarnye Zori told the audience about history of Kola territory settlement. On 18 February, young student of Children’s nuclear academy gathered their large audience. Their speeches on topic «Way of life and occupations of Kola North inhabitants» were appreciated by both their peers and adults.

On 17 February in Children’s arts school of master of National cultural center of Sami, unique master classes for adults and children were demonstrated on topics: «Lassobraiding», «Making of amulet dolls», «Making of amulet rattles». Secret of her author method «Technique of drawing blindfolded» opened to inhabitants of Polyarnye Zori children’s writer Nadezhda Bolshakova of set. Revda.

Master classes were also visited by visual art teachers of educational institutions of the city. Director of Children arts school Natalya Sedashova shared her impressions from acquaintance with national arts: «Lovozero masters taught us completely new methods of fancywork peculiar to Sami nation from of old. Our teachers with great pleasure adopted new knowledge which they then will perfect in their work with pupils. Fancywork admirers from Polyarnye Zori received new space for creativity».

                The main event of «Days of Sami culture» was evening of Sami arts. This year among the invited guests were real keepers of Sami culture from heart of Kola peninsula – ancient village Lovozero. People of Lovozero also brought souvenirs and collection articles made by Sami masters which may be bought at fair for affordable prices. Orders for unique author’s articles were also accepted.

Culmination of the evening was performance of choreographic staff «Dancing Sami» and folkloric Sami ensemble «Elle». Their creative program included stage adaptation of Sami ceremonies, numbers in modern editing, defile of Sami national costume. National vivid dances of Northern nation, fine music and original dramaturgy – all this was presented by Sami artists to inhabitants of Polyarnye Zori.

Young atomists of almost all nuclear power plants – Balakovo, Beloyar, Volgodonsk, Kalinin, Kursk, Smolensk, Novovoronezh NPPs and Directorate of Novovoronezh NPP-2 – participated in meeting of the first in this year Coordination council which was held in Polyarnye Zori, Murmansk region.

Similar meetings in course of which their participants consider issued of forming and implementation of youth policy of concern «Rosenergoatom», are held on regular basis two or three times a year.

Deputy director on staff management of Kolskaya NPP Igor Kutuzov, opening the meeting, reported that due to work of members of the Coordination council today in concern «Rosenergoatom» exact program of youth policy exists and being developed, which finds comprehensive support from management of the sector. «It is confirmed by the fact of establishment of new conception of youth policy in State corporation «Rosatom», that tunes everyone to serious mindset», – noted Igor Kutuzov.

Representatives of the NPP discussed amendments and additions to Provision on corporate statuses of «young specialist» and «young worker», which will help the youth who comes to work at nuclear power plants, to use special privileges, that in its turn will affect positively to process of settlement and rotation of young staff in nuclear power branch.

Authorized representatives also learned issues of organization and performing of leaders school for members of youth organizations of nuclear power plants, as well as plan of performing of corporate youth events this year.

Inquiry Commission charged with investigation of the defect at Kolsk NPP that occurred on January 15, 2010 finished its work. The board of Commission included experts of the Plant, representatives of ОАО”System Operator (SО) EES”, Kolsk Regional Dispatching Administration and manufacturing factory of the transformer.

Given the results, on January 15, 2010 16:48 at the plant capacity of 1433 MW the failure of the voltage transformer led to shutdown of two power lines 330 kW and damage of the adjacent disconnect switch.

Alongside with this, power units Nos.3 and 4 were balanced up to 50 % of continuous power in compliance with the design algorithm.

Power supply of Murmansk Oblast was renewed in 1 min 14 s; the plant load was restored to the level of the dispatch schedule at 20:05.

The accident was neither the result of nuclear nor radiation processes and was classified according to INES as   “below scale”. The accident had no impact on the safety operation of the plant and stability of power supply in Murmansk Oblast. Activities of the personnel deserve no reproach.

Repair works of the failed equipment and substitution of the transformer finished as scheduled on February 4. No other failures took place.

Radiation background at the industrial site of Kolsk Nuclear Plant remained stable and compliant with natural indicators.

In January 2010 Kolsk NPP generated 1091.3 MIO kWh of electrical power, which is 43.2 MIO kWh more against the same period in 2009. Since the first power unit has been introduced into service, the plant supplied the power system with over 329006.7 MIO kWh of electrical power.

One violation took place at the nuclear power plant in January. On 15.01.2010 16:48, while the plant operating capacity was 1,433 MW, the failure of the voltage transformer led to shutdown of two power lines 330 kV that supply electrical power from Kolsk NPP to Murmansk Oblast. Alongside with this, power units Nos.3 and 4 were balanced up to 50 % of continuous power in compliance with the design algorithm. Radiation background at the industrial site of Kolsk Nuclear Plant and in a 30-kilometer area complies with natural indicators. The level of radiation background in the area of Kolsk NPP is 0.07 – 0.10 µSv/h (micro Sivert per hour).

24 workers of Kolskaya APS got the certificates of World association of the organizations, which exploit atomic power-stations (WAO APS) for their contribution into performing the WAO mission on increasing security and reliability of APS exploitation. On January, 26 they were presented to the specialists by the chief engineer of atomic station Alexander Ionov.

The mission was held at the Kolskaya APS from 14
th to 17th December 2009 under the direction of the councilor of Moscow centre of WAO APS Andrey Nosov and special invitee councilor of Paris centre of WAO APS Alena Ushe.

On opinion of A. Nosov, the technical support mission, conducted at the Kolskaya APS, had help Russian specialists to obtain new knowledge and try them in practice, which will even more improve the system of personnel work and provide positive influence on the general security level of the atomic station.  

 

Kolskaya APS is the subsidiary of OSC «Concern Rosenergoatom ». The station is situated in 200 km to the south from Murmansk at the bank of the lake Imandra. The launch of the power-generating unit №1 of Kolskaya APS took place in 1973. At the present time 4 power-generating units are being exploited with reactors of VVER type with capacity of 440 
МWt each. Kolskaya APS is the supplier of electric power for the Murmansk region and Karelia.

The Kola NPP generated 1,115 mln kWh of power in December 2009. The total annual electric power output was 9,891.2 mln kWh.

The plant has supplied over 328,265.4 mln kWh to the country&apos;s power system since its first unit was commissioned.

The installed capacity utilization factor (ICUF) equaled 64.16 % in 2009.

As many as 85 projects for increasing the power units safety, in particular, reconstruction and modernization of systems and equipment, were introduced this year.

All requirements to the safe plant operation were strictly observed during 2009. No violations classified by the International Nuclear Event Scale have been recorded. The background radiation in the vicinity of the KNPP has remained unchanged and corresponds to the natural values.

 Presently, all four power units of the plant are in operation. In accordance with the dispatcher schedule, the plant&apos;s load is 1,433 MW.

In 2010, the enterprise personnel shall work to ensure generation of the target 10,671 mln kWh of power.

 The Kola NPP is a branch of Rosenergoatom Concern, OJSC. 100 percent of the Concern shares are owned by Atomenergoprom, OJSC. The plant is located 200 km south of Murmansk on the bank of Lake Imandra. Power Unit No.1 of the Kola NPP was launched in 1973. On 17 December at Kolskaya NPP training seminar on issues of labor protection for deputies chief engineers on operation and repairs and heads of labor protection departments has finished, in which also specialists of Smolensk nuclear power plant participated.



In course of the seminar, specialists of Kolskaya and Smolensk NPP jointly studied issues of labor safety provision during works performance on operation and repairing of the equipment. The seminar participants also learned organization of works under work permits, labor conditions improvement, organization of visual agitation on labor protection at Kolskaya NPP.



According to deputy chief engineer on repairs of Smolensk NPP Vitaly Aputin who participated in the seminar, openness of training seminars gives good opportunity to estimate objectively the situation in the area of labor protection at Kolskaya NPP, as well as to obtain useful knowledge by specialists of the enterprise.



Practice of joint trainings for specialists of nuclear power plants exists in JSC «Concern Rosenergoatom» for more than five years and promotes improvement of labor protection situation and rise of operation safety level at nuclear power plants.



Program of the training seminar provided extensive exchange of experience on improvement of labor conditions and protection at nuclear power plants. The participants visited work places in subdivisions of Kolskaya nuclear power plant, participated in performing of traditional Labor protection day and discussed results thereof.



The participants will represent results of the seminar in the form of report.

On 17 December command of military unit No. 3644 of interior troops of MIA of Russia for guarding of Kolskaya NPP received Colours. It became one of symbolical events in history of the unit which performs guarding of important strategic object.



Colours of the unit represents double-sided cloth with maroon cross. On the colours face according to Russian military heraldry state symbols are placed. On the reverse – heraldic symbols of Murmansk region, that in heraldic sense means connection of the unit with Polar region.



Colours presentation ceremony was held according to military tradition which was started in the XIX century by Emperor of Russia Aleksander the
II. The first part is attachment of the cloth to flagstaff, that symbolized preparing of the flag to presentation to the unit. After that the colours with maroon cross was solemnly sanctified. The second part – solemn presentation of the symbol of warrior’s honor and valour to command of unit No. 3644.



All new developed symbolics of the unit was approved in accordance with Decree of President of Russia and enrolled into heraldic register of Ministry of internal affairs of the RF.

Within period since 14 till 17 December, 2009, at Kolskaya NPP technical support mission of Moscow Center of Global Association of organizations operating nuclear power plants (GAO NPP) was carried out. It was organized in the form of training seminar for administrators and specialists of the plant on topic «Supervision of works performance».



The training was carried out by Advisor of Moscow center of GAO NPP Andrey Nosov and specially invited Advisor of Paris center of GAO NPP Alen Uchet (some time ago specialist of French energy concern Electricite de France).



According to the French representative, the issues concerning organization of works performance supervision at nuclear power plant, today are common for all NPPs of the world. «Originally, training course on topic «Supervision of works performance» was composed in Paris center of GAO, – told Alen Uchet, – We elaborated a number of recommendations the main point of which is that administrator of an enterprise is obliged to supervise work execution. Thus, he personally and his subordinates make significant joint contribution into the tasks of improvement of plant safety due to prevention of possible mistakes of the staff».



According to representatives of GAO NPP, technical support mission performed at Kolskaya NPP will help Russian specialists to obtain new knowledge and apply it in practice, which will improve staff work system and have positive influence on general level of nuclear power plant safety.

On 13 December in Polyarnye Zori the first on-site Olympiad of nuclear power plants took place. In the event 100 pupils of 10-11 forms from cities of Murmansk region participated.



Such events organized by JSC «Concern Rosenergoatom» are held with the purpose of finding of talented pupils and sending them for study to technical high schools of the country, as well as creation of HR reserve for nuclear energy sector in the prospect.



Olympiads are held in all satellite towns of nuclear power plants in two forms – external and on-site, it was held twice externally and for the first time on-site.



According to deputy director on staff management of Kolskaya NPP Igor Kutuzov who opened the Olympiad, all pupils of the 11 form who showed high results will receive from the nuclear power plant student’s assignments for study in leading institutions of higher education of the country.



To perform the Olympiad, Vasily Rodionov and Valery Klimov, representatives of admission board of St.-Petersburg state polytechnic university, the most popular technical higher education institution, were invited to city of power engineers. The pupils were offered with 20 contest tasks on physics and mathematics, for each subject two hours were offered.



After the event, representatives of St.-Petersburg state polytechnic university met the pupils and told the pupils about the education institution, departments and specialties, about conditions of acceptance in 2010, they also gave number of useful recommendations for school-leavers.



Moreover, specialists of Kolskaya NPP answered in details questions of pupils about purposed acceptance and performed professional consultations on nuclear specialties demanded at NPP, organized excursion in information center of the plant for the participants.



Results of the Olympiad will be known by Power Engineers&apos; Day which atomists will celebrate on 18 December.
